Title 21 is the City of Homer's zoning ordinance. These regulations set out what can and cannot be built on property within the city, how property can be used, and where different categories of uses are allowed and not allowed. Following the rewrite of the Homer Comprehensive Plan that happened over the two years, Title 21 is now being revised to implement the new 20-year plan. Critical issues include: short term rentals, which significantly impact affordable housing and neighborhood integrity; protection of wetlands and open space; and size and height of new construction. These issues are discussed at the Planning Commission Work Sessions. The city is expected to release a draft of the new Title 21 for public review and comment this spring.
